Using render states inside fx files' techniques

Hi again,

I was wondering how feasible it would be to update Xen's shader pipeline to parse renderstates set inside the fx files' technique block and generate an *.fx.cs file that appropriately sets them when binding the shader at runtime.

I'm guessing that there were some hard-to-workaround technical limitations, but I wanted to know what they are before I even attempt to do go down this path :)
